นโยบายการคุ้มครองข้อมูลส่วนบุคคล

มหาวิทยาลัยราชภัฏสวนสุนันทา (ซึ่งต่อไปนี้จะขอเรียกว่า "ผู้ให้บริการ") ให้ความสำคัญและเคารพสิทธิในความเป็นส่วนตัวของท่านซึ่งเป็นเจ้าของข้อมูล (ซึ่งต่อไปนี้จะขอเรียกว่า "ผู้ใช้บริการ") จึงได้กำหนดนโยบาย ระเบียบ และหลักเกณฑ์ต่างๆ ในการรักษาความปลอดภัยของข้อมูลส่วนบุคคลของท่าน โดย เพื่อให้มั่นใจได้ว่าข้อมูลส่วนบุคคลที่ท่านให้ไว้กับผู้ให้บริการจะถูกนำไปใช้ตรงตามความต้องการของท่านและถูกต้องตามกฎหมาย โดยมีรายละเอียดดังต่อไปนี้

 

ประเภทของข้อมูลส่วนบุคคล

ข้อมูลที่ใช้ระบุตัวตน หมายถึง ข้อมูลที่สามารถระบุตัวตนของบุคคลนั้นได้ไม่ว่าทางตรงหรือทางอ้อม เช่น ชื่อ นามสกุล ที่อยู่อีเมล หมายเลขโทรศัพท์ หมายเลขประจำตัวนักศึกษา วัน/เดือน/ปีเกิด เป็นต้น
ข้อมูลบัญชีผู้ใช้งาน หมายถึง ข้อมูลที่ใช้สำหรับเข้าสู่ระบบ ประกอบไปด้วย ชื่อผู้ใช้งาน รหัสผ่าน และข้อมูลที่ปรากฎในหน้ารายละเอียดบัญชีผู้ใช้

 

วัตถุประสงค์การเก็บรวบรวม ใช้ หรือเปิดเผยข้อมูลส่วนบุคคล

1. เพื่อใช้เข้าสู่ระบบการจัดการเรียนรู้ 
2. เพื่อใช้บันทึกข้อมูลการเข้าใช้งาน คะแนน และผลการทำกิจกรรมต่าง ๆ ภายในระบบ
3. เพื่อเป็นช่องทางที่ผู้ให้บริการใช้ในการติดต่อกับผู้ใช้บริการในประเด็นที่เกี่ยวข้องกับการจัดการเรียนการสอน การวิจัย การดำเนินงานของผู้ให้บริการ มหาวิทยาลัยราชภัฏสวนสุนันทา และหน่วยงานที่เกี่ยวข้อง
4. เพื่อประโยชน์ในการพัฒนาการเรียนการสอนและการวิจัยในทางวิชาการ

 

แหล่งที่มาของข้อมูลส่วนบุคคล

1. ข้อมูลจากผู้ใช้บริการโดยตรง หมายถึง ข้อมูลที่ผู้ใช้บริการให้ไว้เมื่อลงทะเบียนขอใช้บริการ ข้อมูลที่ผู้ใช้บริการระบุไว้ในหน้าบัญชีผู้ใช้ และข้อมูลที่เกิดขึ้นจากการเข้าใช้บริการ เช่น การกรอกแบบฟอร์มต่าง ๆ
2. ข้อมูลจากผู้ให้บริการบุคคลที่สาม หมายถึง ข้อมูลที่ถูกส่งผ่านจากผู้ให้บริการบุคคลที่สามมายังผู้ให้บริการ ตัวอย่างเช่น การเข้าสู่ระบบโดยใช้บัญชีของกูเกิ้ล จะมีการส่งชื่อ นามสกุล ที่อยู่อีเมล การตั้งค่าภาษา และรูปโปรไฟล์มายังผู้ให้บริการ

 

ระยะเวลาในการเก็บรวบรวมข้อมูลส่วนบุคคล

ผู้ให้บริการจะเก็บรักษาข้อมูลส่วนบุคคลของผู้ใช้บริการตราบเท่าที่ผู้ใช้บริการยังคงมีการใช้งานระบบอยู่ หรือตราบเท่าที่วัตถุประสงค์ของการนำข้อมูลดังกล่าวไปใช้งานยังคงมีอยู่ เว้นแต่กรณีที่กฎหมายกำหนด ซึ่งผู้ใช้บริการสามารถเพิกถอนความยินยอมในการจัดเก็บข้อมูลส่วนบุคคลเมื่อใดก็ได้

 

การเปิดเผยข้อมูลส่วนบุคคล

ข้อมูลส่วนบุคคลจะถูกเก็บรักษาไว้เป็นความลับตามที่กฎหมายคุ้มครองข้อมูลส่วนบุคคลกำหนด การใช้งานและการเปิดเผยจะเป็นไปตามวัตถุประสงค์ที่กำหนดไว้ในข้างต้น ทั้งนี้ผู้ให้บริการอาจจำเป็นต้องเปิดเผยข้อมูลส่วนบุคคลนี้ให้แก่หน่วยงานภายในมหาวิทยาลัยราชภัฏสวนสุนันทา เพื่อดำเนินการส่งผลการเรียนในระบบ รวมถึงเพื่อการกำกับดูแลการปฏิบัติงานตามภารกิจที่ได้รับมอบหมาย นอกจากนี้ผู้ให้บริการอาจจำเป็นต้องเปิดเผยข้อมูลส่วนบุคคลให้แก่หน่วยงานอื่น อาทิเช่น ผู้ให้ทุนจัดทำโครงการ หน่วยงานต้นสังกัด หรือหน่วยงานที่ดำเนินการเกี่ยวกับการประเมินวิทยฐานะของผู้ใช้บริการ เป็นต้น

 

การส่งหรือโอนข้อมูลส่วนบุคคลไปยังต่างประเทศ

ผู้ให้บริการอาจมีความจำเป็นต้องส่งหรือโอนข้อมูลส่วนบุคคลของท่านไปจัดเก็บไว้บนเครื่องแม่ข่ายหรือระบบคลาวด์ในต่างประเทศ ซึ่งเป็นส่วนหนึ่งของการให้บริการ โดยผู้ให้บริการจะพิจารณาถึงความปลอดภับของแหล่งจัดเก็บข้อมูลปลายทางและมาตรฐานการคุ้มครองข้อมูลส่วนบุคคลตามที่กฎหมายกำหนด

 

เทคโนโลยีติดตามตัวบุคคล

เพื่อเพิ่มประสบการณ์การใช้งาน ผู้ให้บริการได้ใช้คุกกี้หรือเทคโนโลยีที่คล้ายคลึงกันเพื่อปรับปรุงการเข้าถึงระบบและติดตามการใช้งาน ผู้ใช้งานสามารถตั้งค่าบราวเซอร์เพื่อปฏิเสธคุกกี้ก่อนเข้าใช้งานเว็บไซต์ได้หากไม่ต้องการให้มีการเก็บและเรียกใช้ข้อมูลดังกล่าว

 

สิทธิของผู้ใช้บริการ

ผู้ใช้บริการมีสิทธิดังนี้
1. เข้าถึงข้อมูล ดูข้อมูล เปลี่ยนแปลงหรือแก้ไขข้อมูล และสำเนาข้อมูลส่วนบุคคลของตนเองโดยการเข้าสู่ระบบและดำเนินการได้ตามที่ต้องการ ผู้ใช้บริการไม่มีสิทธิ์ให้ข้อมูลบัญชีผู้ใช้งานของตนเองแก่บุคคลอื่น หรือขอให้บุคคลอื่นเข้าสู่ระบบโดยใช้บัญชีผู้ใช้ของตนเอง
2. ขอให้เปิดเผยถึงการได้มาซึ่งข้อมูลส่วนบุคคลที่ท่านไม่ได้ให้ความยินยอมไว้ก่อนหน้า
3. ขอให้ผู้ให้บริการดำเนินการปรับปรุงข้อมูลส่วนบุคคลนั้นให้ถูกต้องและเป็นปัจจุบัน
4. เพิกถอนความยินยอมในการจัดเก็บข้อมูลส่วนบุคคล รวมถึงขอให้ผู้ให้บริการดำเนินการลบข้อมูลส่วนบุคคลออกจากระบบเมื่อใดก็ได้ตามที่ต้องการ 
5. ร้องเรียนในกรณีที่ผู้ให้บริการไม่ปฏิบัติตามกฎหมายคุ้มครองข้อมูลส่วนบุคคล

 

สิทธิของผู้ให้บริการ

ผู้ให้บริการมีสิทธิดังนี้
1. เข้าถึงข้อมูล ดูข้อมูล เปลี่ยนแปลงหรือแก้ไขข้อมูล และสำเนาข้อมูลส่วนบุคคลของผู้ใช้บริการในฐานะผู้ดูแลระบบ ทั้งนี้การดำเนินการดังกล่าวจะต้องเป็นการดำเนินการเพื่อปรับปรุงข้อมูลให้เป็นปัจจุบัน หรือเพื่อแก้ไขปัญหาทางเทคนิคที่ส่งผลต่อการเข้าใช้งานของผู้ใช้บริการ โดยเป็นการดำเนินการตามคำขอของผู้ใช้บริการเท่านั้น
2. ส่งต่อข้อมูลส่วนบุคคลให้กับหน่วยงานที่เกี่ยวข้อง เช่น ส่งข้อมูลผลการเรียนให้กับสำนักทะเบียนและประมวลผล มหาวิทยาลัยราชภัฏสวนสุนันทา และส่งข้อมูลสรุปการใช้งานระบบให้กับหน่วยงานผู้รับผิดชอบในการประเมินวิทยฐานะ ผู้ให้ทุนวิจัย หรือผู้ให้ทุนดำเนินโครงการ เป็นต้น
3. เพิกถอนสิทธิ์ในการเข้าใช้งานระบบ หากพบว่าผู้ใช้บริการทำผิดข้อตกลงข้างต้น เช่น ใช้บัญชีผู้ใช้งานของบุคคลอื่น จงใจให้ข้อมูลที่ไม่ถูกต้องซึ่งส่งผลกระทบต่อสิทธิความเป็นส่วนตัวของผู้อื่น หรือเป็นการใช้งานระบบในทางมิชอบ เป็นต้น

Privacy Policy

Suan Sunandha Rajabhat University (hereinafter referred to as a "service provider") values and respects the privacy rights of your data subject (hereinafter referred to as a "user"). Therefore, the service provider has established policies, rules, and regulations to maintain the security of your personal information by ensuring that the personal information you provide will be used according to your needs and in accordance with the law. The details are as follows.

 

Types of personal information

"Personal identity" means information that can directly or indirectly identify an individual, such as name, surname, email address, telephone number, student ID number, date of birth, etc.
"User account" means the information used for logging in, including the username, password, and the information displayed on the user profile page.

 

Purpose of collecting, using, or disclosing personal information

1. To use the learning management system (LMS)
2. To record access log, scores, and activity results within the system
3. For the service provider to contact the user on issues related to teaching and learning management, research, and operations within Suan Sunandha Rajabhat University and related agencies
4. For the benefit of teaching and learning development and academic research

 

Sources of personal information

1. Direct information from the user means information that the user provided when registering for the service, information provided by the user on the user profile page, and information arising from the use of the service, such as filling out online forms.
2. Information from a third-party service provider means information transmitted from a third-party service provider to the service provider. For example, logging in using an account, your name, surname, email address, language preference, and profile picture will be transferred to the provider.

 

Data retention

The service provider will keep the user's personal information as long as the user is still using the system or insofar as the purpose for which such use of information persists unless required by law. The user can revoke the consent to the storage of personal information at any time.

 

Disclosure of personal information

The user's personal information will be kept confidential as required by data-protection laws. Use and disclosure will be for the purposes set out above. However, the service provider may be required to disclose this personal information to the departments within Suan Sunandha Rajabhat University to handle student grades and supervise operations according to the assigned missions. In addition, the service provider may be required to disclose personal information to other entities such as project funders or an agency that assesses the user's academic standing, etc. 

 

Sending or transferring personal information abroad

The service provider may need to send or transfer your personal information to be stored on servers or offshore clouds, which is part of the service. The service provider will consider the security of the destination storage and the standards of personal data protection as required by law.

 

Cookies

To enhance the user experience, the service provider uses cookies or similar technologies to improve system access and track usage. Users can set their browser to refuse cookies before accessing the website if they do not want such information to be collected and retrieved.

 

User rights

Users have the following rights:
1. Access, view, or modify information and make a copy of personal data by logging in and performing the required actions. The user has no right to share their user account with any other person or ask someone to log in on their behalf.
2. Request to disclose the acquisition of personal information that the user has not previously given consent.
3. Ask the service provider to update the personal information to be accurate and up-to-date.
4. Withdrawal of consent to the storage of personal information, including asking the service provider to delete personal data from the system whenever they want.
5. Complaint if the service provider fails to comply with personal data protection laws.

 

Service provider rights

The service provider has the following rights:
1. Access, view, or modify information and make a copy of the user's personal information as an administrator. However, such actions must be taken to update the information or solve technical problems affecting user access. This is to act on the request of the service user only.
2. Forward personal information to relevant agencies, such as submitting academic results to the Registrar's Office of Suan Sunandha Rajabhat University and send a usage summary to the agencies responsible for assessing academic standing, research, or project funder.
3. Revoke the right to access the system if the user is found to have violated the above agreement, such as using another person's account, intentionally providing inaccurate information that affects the privacy rights of others, or using the system in a wrong way, etc.
